Once-promising guys that aren't going to make it at WSU (let's use Neville as an example) can slide over to Idaho and get a scholarship and compete there. Borderline recruits and preferred walkons too. They come to WSU knowing they have a chance to make it, but have a place to land if they don't. They don't even have to move or lose all their WSU friends.
On the flip side, if some underrated gem emerges at Idaho, we can snag him.
