All true. Plans are always fluid. I mean, look at the "Master Plan" that they have for WSU Pullman. When opportunities come up, you take them. That means your priority list may change. What you thought would go to this project, now goes to that project because a development came about that made the gears move that was impossible to anticipate.
And I'd say, every "Master Plan" is pretty outdated as soon as it's printed. I might say, 2 years max... But without the plans, admin doesn't have direction either.
