Question on that “invalid signal for fair catch” ?

UW signals fair catch at their 1 yard line, and ball placed at 25 yard line:
- was there a flag?

- isn’t that a 5 yard penalty ?

- shouldnt it have been half distance from 1 yard line, or if determined to be in end zone, shouldn’t it have been ruled a safety?

Just one of many head scratcher calls.
It was a made-up homer call.

In my mind, until proven with evidence, they should've been stuck somewhere between the goal line and 5 yard line.

I am curious to know the official response too. Weird signal, followed by a 1 yard line catch, he goes back into the EZ, comes back out, takes a knee at the 1... and we just say fair catch, see ya at the 25?"
 
Usually on kicks, fouls by the receiving team, during the kick, the basic spot is the end of the kick. However, touchbacks set the basic spot at the 20 (25 for kickoffs).

For example, say there is holding by R during a punt, but the ball goes into the end zone. Enforced 10 yards from the 20. 1st and 10 from the 10.

Now, this new-ish fair catch rule being treated as a touchback hints to me that the succeeding spot would be the 25. So 1st and ten from the 20.

Did they snap from the 25 or the 20?
 
Another note. Upon any fair catch signal, valid or invalid, the ball is dead when caught. Taking steps backward or forward or taking a knee is irrelevant. I’m not sure why he felt the need to kneel. There should have been a whistle as soon as he caught the ball.
