Sacramento State is or should be FCS, they shouldn't be part of a rebuilt PAC, unless can't get SDSU, BSU, Fresno St, UNLV, Memphis, Tulane, USF, Rice, OR Appalachian St, Or NDSU, Utah St, etc.
