Everyone knew what was happening but kept their mouth shut because it was good for them. The risk of getting caught and the penalty for getting caught made it worth the risk.

I don't favor any sweeping reform filled with self-congratulatory nonsense about "integrity" and "purity of competition" from the NCAA. If the NCAA is serious, the solution is easy. Massive fines. If a coach commits an infraction such as paying a player $100,000 or conspires to funnel money to the players, etc., the school gets fined equal to the school's payout from the NCAA tourney AND the school's cut of the TV revenue. That's millions of dollars. Millions of dollars will change behavior. The school protects itself by including an indemnification provision in their contract with the coach- the coach indemnifies the school for any and all fines incurred due to the coach's conduct. Sure, assistant coaches are not going to have tons of money sitting around, but head coaches will. Maybe not enough to cover the fine, but it will take the edge off.
