I believe it is. I recall seeing guys lose some hair in both the NFL and college football, with no flag.

Penalty for the dude with no helmet, that I believe came off the bench.

It’s cheap but legal. Long hair is considered part of the uniform so if someone wears it long like that, they need to be aware it’s legal to grab it. Must of hurt like hell!

Doubt I'll be the only one to write something like this ... yes, it's legal, and if you choose to wear your hair like that, you choose to get it pulled, inadvertently at least. That said, I wouldn't be shocked to see the NCAA / NFL clarify or add a rule saying that there would be a penalty for doing what happened here, where it goes beyond inadvertent grabbing of the hair. Didn't used to be necessary when there wasn't nearly as much hair coming out of a helmet, of course.

No. Horsecollar tackles do not require grabbing the pads. From the NCAA rulebook (emphasis mine):

Horse-Collar Tackle
ARTICLE 15. All players are prohibited from grabbing the inside back collar of
the shoulder pads or jersey, the nameplate area, or the inside collar of the side of
the shoulder pads or jersey, and abruptly pulling the ball carrier down. This does
not apply to a ball carrier, including a potential passer, who is inside the tackle
box (Rule 2-34). Note that the tackle box disintegrates when the ball leaves it.

Now, one may argue this wasn't "abruptly." But I would call it.

Edit: I didn't notice it was his hair! The rulebook is silent on this, but I would probably call it as similar to a horsecollar since it is from behind.

Bullshit it’s cheap. That’s the risk you take if you want to have a rope hanging out the back of your helmet. Dudes wear skintight threads and rub gasoline on themselves so guys can’t grab them, hold them, etc.
