Patmon gets mugged in the end zone and they called a 15 yard penalty.

When Arconado is interfered with on the final drive in the end zone they take it to the 2 yard line.

penalty occurred in endzone so by rule spotted at the 2. The line of scrimmage was 10 yard line (I think) so can't give 15 yard penalty.

The rule of thumb I’ve heard is that you can never get more than 15 yards, with PI in the EZ placed on the 2. PI is a spot foul if less than 15 yards downfield, or 15 if longer. So, if you are at the 30 and have PI in the EZ, it is 15. If you are at the 10 and have PI in the EZ it goes to the 2.
