I'd modify that to say that "testing can work". Testing is only as good as the integrity of those conducting the tests, and those charged to act upon receipt of the test results.
In a similar vein, I used to say that "you get what you pay for". I no longer say that, because sometimes you pay for it but don't receive what you paid for. Now I say, "the best you can hope for is to get what you pay for".
