I read about this earlier on BX, but did not report it because it was on the premium site. But, BY has it on their front page, so the Cougar is out of the bag now. Toki was not able to get cleared by the NCAA. So, he will come in January. He is still only 17, so coming in playing in 2016 is like redshirting this season.

Glad he still is on his way. He'll be great. Cooper was one of those guys that struggled to be eligible and he played last night getting a sack with an NFL jersey on. I'm happy for Toki and his family that he will be able to get in. He'll be great, and coming in at January may be for the best so he comes in fresh and gets the benefit of a spring ball in addition to his first eligible year.

Is he going to enroll part time this fall and go full time in January?
 
Very glad to hear this- that he has made it in, albeit somewhat tardily. Two concerns: Am I right in believing that he cannot sign a LOI until January? If so, that leaves him open to poaching by other programs. (Stay with him, Big Joe. Others will be sniffing around for sure.) Also, I wish he was on campus for the training this Fall as well as being able to utilize the nutrition and S&C programs. Can the staff, including the S&C guys, give him instructions on what to work on during his wait or is this verboten until he is actually here? That being said- better late than never. An attenuated red-shirt year is acceptable if not ideal. Glad to have him.

He signed his LOI on Feb 4th It is binding for 4 years so he can't be poached unless released or appealed. He can't use the S&C program unless he is enrolled, but the coaches can talk to him all they want. What I assume is that he will be taking classes this fall until cleared by the NCAA and then enroll in January.

Not sure that is correct...If he is not admitted the LOI become Null and Void. Also, a minor technicality is that they are a series of one year agreements, renewed at the option of the school. But like the NFL, they have player control at their option and can remove someone off scholie for not being good enough.
The NLI shall be declared null and void if any of the following occur:

1. ADMISSION REQUIREMENTS: If a prospective student-athlete is denied admission to the signing institution, the NLI shall be declared null and void. There must be documentation substantiating the denial of admission before an NLI is considered null and void. The prospective student-athlete should be informed by the signing institution of the status of his or her admissions.

I think you are correct unless the rule has only recently changed.

WSU wouldn't turn him down if he was eligible, but he isn't.
He can choose to go to a JC which does make him a recruitable athlete again and is not bound for four years. Most of us remember Carl Bonnell who was a four star QB recruit during the Price years. He signed a LOI back then and actually enrolled at WSU the first semester at WSU as a part time student as he grayshirted.

Rick Neuheisel recruited him from the WSU campus and he changed his mind and became a husky.

Rules could have changed, as we know there is no longer a grayshirt. So, you could be right. But, I am not sure either way yet.

Probably doesn't matter since he seems to have a good relationship to Coach Joe and really wants to be a Coug. He's been committed to WSU from the get go, so it would shock me if he doesn't end up knocking heads for us.
