Interesting. The obvious weakness to his grading scale is that in areas that have had lower prevalence, a small number of new cases means a significant percent increase. In a similar way, Pullman gets more harshly penalized for hospital occupancy than an area with more available beds.

You have to measure things somehow, but like many other things about this disease, the statistics create an unfavorable distortion of reality.
