BTW, it seems reasonable consider if even someone totally unqualified for that position could do any worse than some recent holders of the position.

For my part, I'm less interested in background than I am in ability to synthesize information, make decisions, and lead teams. One of the best bosses I ever had was a theater major in high school, and he was a highly functional leader that led a large organization of about 75 software engineers. His background wasn't important, but his ability to listen to his top leader and make decisions was. Indeed, I think the fact that he wasn't steeped in years of software engineering culture gave him a perspective none of us had and made him effective.
And your comparison isn't quite apt. The CEO of a hospital isn't the one doing the colonoscopy or removing your appendix. Or even reading charts or prescribing medicine. Some CEO's aren't even doctors. Some CEOs of very large corporations have huge R&D teams, and they aren't even engineers! Some CEOs of very large corporations have huge sales and marketing teams, but they are engineers.
So, when evaluating cabinet positions, they are more like CEOs and less like the rank and file. He isn't a general (or admiral), or even an infantryman or platoon leader. So I don't expect him to have experience or expertise in those areas.
With all that said, I think that Hegseth hasn't demonstrated any CEO-like skills either. But I haven't dug into it much. But lack of experience or expertise isn't a big concern of mine.
