I've noticed this too. A lot people who have Acid Reflux do this exact type of cough. That's my guess as to why he is consistently doing this during interviews. All I know is that its extremely annoying to listen to all the time.

Hes probably coughing to throw off /distract the reporter so they cant ask another annoying follow up question.
